The MBEC is the Minority Business Development Center, a federally funded program by the Minority Business Development Agency, United States Department of Commerce, operated by the Puerto Rico Products Association and covering the whole island, including Vieques and Culebra, under a cooperative and economic agreement with the Federal Commerce Department through its Minority Business Development Agency.
