About:

Equipment Distribution Services, operated by the North Carolina Division of Services for the Deaf and the Hard of Hearing (DSDHH), provides telephone equipment and other related communication equipment to eligible state residents who are deaf or hard of hearing.
To apply for equipment at charge, make an appointment with a telecommunications consultant at a DHSDHH regional center. Bring to the appointment your driver’s license, documentation of income, proof of disability, and your social security number. At the appointment, you will fill out an application and if needed, participate in an equipment demonstration with the consultant.
To see if you qualify for free equipment, you should:

  • Be a legal resident of the State of North Carolina
  • Have an income that is up to 250% of the current federal poverty level
  • Have a certificate of disability signed by your speech and language pathologist or therapist
